Many people don’t wear a seat belt because of they believe that it can cut your head off during a car accident. That, they are going to be much safer without one than with.
Yes, there might be cases where this can happen, but this is mostly children that are sitting in the front of the car, where they don’t belong. Children are safer in the back seat a rather in the front seat. It is the law to put children of a certain age in the backseat, unless its a truck.
